Could this be the reincarnation/resurrection of the 1998 'Pioneers Assist Others' program that lasted only a few years.
I remember a worldwide letter (early 2000s) that was addressed to the elders but not read to the congregations. It said something to the effect:
"The Pioneers Assist Others program has served its purpose and will be discontinued!" That was it...short & sweet...no explanation given for terminating the program back then...really weird!
It obviously was a colossal failure back then...so why recycle it?

In my neck of the woods the attendance figures are still displayed on the 'Bulletin' board and ya...there is usually between 25% to 35% no-shows!
since june 2016 i have kept a journal of my encounters with jehovah's witnesses at my door or in my street.
i'm a a nosey bastard and a bit of a home body when i'm not at work so i don't miss much of who comes past my home or knocks at the door.. will and dill.. they came to my door on a wednesday morning around 10:30am mid june 2016, i was on afternoon shift and had been reading bart ehrman "misquoting jesus".. what follows is the conversation as best i could recount after they left;.
of the two young gentlemen, dillon, the younger in appearance introduced will and himself, he then proceeded to present me with a brochure about world conditions supposedly getting worse.. me: i could stand at the door nodding in agreement if you like?
Speaking of JW suicides:
I heard of a very active, well known JW elder...circuit assembly parts in Southern California...married...a number of weeks ago up & commits suicide.
I heard of another JW brother, also from Southern California who a few weeks ago committed suicide.
So much for urgent life saving work among Jehovah's Witnesses!

In the elder talk outline to be given to the pioneers...first-off, I notice no mention of Jesus Christ in the talk...then under the subheading "FULLY ACCOMPLISH YOUR MINISTRY" it says the following:
'Jehovah is the Great Evangelizer, or Bringer of the good news!'
That has got to be a typo! Everyone knows that Jesus Christ is the great evangelizer, or bringer of the good news! If that doesn't cause a good percentage of pioneers to pause and wonder 'what the hell!'...nothing will!
